Toothpaste is typically a gel while mouthwashes are liquids. Gels are dilute cross-linked materials which don‚t flow in steady-state. Unlike in toothpaste, molecules in liquid mouthwash have much greater freedoms of movement which is why you can vigorously slosh them around in your mouth. The gel is much more convenient to scrub with, as it will not immediately fall off of your brush and teeth as would a liquid.

Mouthwash is an antiseptic solution of which the ingredients are usually a cocktail of alcohol, clorhexidine gluconate, hexetidine, benzoic acid, methyl salicylate, hydrogen peroxide, water, xylitol (or other sweetener), and others.
